Use something like gimp/photoshop/mihov image resizer, etc and scale the image.

There are websites that will resize pictures for free n.n I use this one when I need to do a quick edit and can't be bothered to start up photoshop.

This is by far the easiest resizing software.Just adjust the pixel height/width to the allowed size for whichever site your on , then save it as a gif when it gives you the option.
