felt would not work, it tears and balls up way to easily. Fleece and a cotton material such as towels sewn together with the towel on the bottom saves money, is environmentally green, and can be just thrown in the wash, after being shaken off. I don't have any issues as far as smell goes doing cage liners.

How often would a cage be cleaned if I used that method for my two girls? I am not sure if it would be stinkier faster with material.

A lot faster and with felt faster than most. Fleece (esp. with a towel underneath) will wick moisture away to some extent whereas felt will not. You would need to clean every 2-3 days for sure depending on how big the cage is, if the rats are litter trained, etc.
Yes, they are not litter trained yet. It would be nice because it would limit the mess haha. One of my main concerns.

I use a fleece blanket in the bottom of our cage. The girls use the litter box when they feel like it!
