i thought i'd see what my rats do with tissue paper from a gift bag. i gave them a whole sheet of it (it's like the size of arkansas, it's huge) and they pulled the whole sheet bit by bit into their nestball, it was hilarious. it's all packed into the bottom now, but they love it and it's still there. 
they also like shredded fleece.
fyi - scrapbooking is not a good hobby for someone with rats roaming in the room, lol. all my pretty paper scraps were stolen by picasso and dragged into my dresser drawers. the jerk tried to run off with an 8"x12" piece of construction paper but it was too heavy and she couldn't do it. XD
