I have 2 female rats (sisters) and they are 1 year old.
Dolce is overweight and she is always the first to eat the food, she never hides it and eats peacefully near the dish.
Gabby is thin (I am afraid she might be a little underweight) and she usually eats after Dolce. She grabs food and immediately runs to hide it. She acts as if someone would take it from her.
They are pretty good friends and they’ve been together since birth. They never had a serious fight. Is this behavior normal or is Dolce bullying her sister and I should do something?

It is perfectly normal. Many rats behave like you describe.

100% agree with DustyRat, different rats act differently around food.. it's not bullying.
