Cooked and uncooked are both fine.

Have you checked the sticky at the top of the page? It has a huge listing of foods that are good and bad for your rats. :)

My boys like it both ways. Dry pasta is crunchy, which they enjoy, and cooked pasta usually has stuff with in (bits of my dinners, often enough).

It is in the sticky. That's actually where I double-checked to answer your question (since I haven't fed it to my rat personally). It was a few posts down under a heading reading "Things people have asked if it’s ok for your rat to eat".
