I am 22, and live in NY, the hudson valley.
I have had pet rats for about 7-8 years now.
I have had 5 rats over the years who have passed on, and currently I have 3 rats - 2 elderly females and I just got a baby rattie yesterday, not too sure of its sex yet.

Usually, nipples are easy to spot, so I'll bet it's a boy.
3 weeks? That's insane.
Poor baby! You might want to give soy baby formula mixed with soy milk. Baby food and cereal (with soy milk) might also be a good thing to try.
