The only think I suggest is to ask if he was given a Baytril injection in that site while he was having the surgery.
We had a rat once who was given a Baytril injection in his side and it caused a similar reaction - a black scab which soon healed up and fell off. I looked online and found out that injectable Baytril is a bit caustic for rats and instead it can be given orally. Same drug, same dose, just in their mouth.
