Rats have naturally occurring oils on their skin like all animals, it's just that male rats have more than normal a lot of times, especially if they're intact. It's just the way they are - they don't need to be bathed. Rats are fastidious groomers
Every once in awhile I use the pet wipes. They still go crazy cleaning themselves afterwards, but I mostly use them on my PEW when she looks like shes wearing most of her food, instead of have eating it.
