Simple answer: Yep.

He's playing with you. If you chase him short distances (like you're trying to pinch him just above his tail) and then withdraw a little ways, he'll pounce on your hand (if he's really getting into it) and then run off (hopefully with you chasing him)... and probably bounce all randomly. Heheh

Edit: Oh yeah! And tickle his belly, sometimes even flipping him over. Always withdraw right after flipping though, so he knows you're still playing.
