I've got two rats, which are in diff cages, and one i've i been trying to litter train for over 2 weeks now. whenever he goes out of the litter box, i put the raisins back in (i have to admit, i havnt been very consistant, but anyways...). then i started litter training my new rat, who's been just goin wherever on litter that covers the entire floor, and i havnt had to correct him at all. he just knows that where there's litter, he's supposed to go. i know that's probably because he's just a bit smarter than my old rat, but still. weird :) :p

That's great! You might find that when you put the two rats together, the older one copies the new one. This was our experience, anyway. Our older rat learned a lot from our younger one.

the key is consistency, and i'll admit that's hard. if they are on fabric litter it's easier to see stray raisins and keep up with them. and yeah, your rats may learn from eachother, so lets hope you get two litter-trained rats soon! good luck!
