Currently looking into getting two rats, im not sure what would make them happy in a cage. The cage is a KINGBO 14x14x23 and with two or three stories if I can remember. And as a student I need to keep them happy while at school, and I'm not experienced with owning a rat or other small animal like them. So I need advice for what I should get like, hammocks, bedding, toys, ect!

I'm not familiar with this cage but unfortunately, these dimensions will not be appropriate for rats. It's just way too small. If you've already purchased this, I would look into returning it or selling it and getting something more appropriate.

I think a decent starting size for a cage would be in the 7 to 10 cubic foot range with a width of no less than 30 inches and a height no less than 20 inches. Also, the spacing between the bars should be no more than 1/2 inch.

As for your question about what to put in a rat cage... at least one place to hide, and at least one comfy spot to sleep (like a hammock or Space Pod), stuff to climb like ropes and perches, some stuff like wood to chew, foraging toys are great, etc.

Like CorbinDallasMyMan mentioned, that cage is not ideal for housing two rats.

You can't go wrong with a Midwest critter nation single story unit, which is 36 x 24 x 24.5 inches (12.25 ft³), plenty of room for two rats. The single story unit is upgradable as well, you can add a second story or even a third if you want to go crazy. It's a good investment, I have not been dissapointed with them so far.

I reccommend watching this guide, Shadow the rat is a pro and knows her stuff. :)

Highly reccomed looking on ebay and other used stuff sights for a big cage at a good price! I found my dream cage at a store today for 459 and its on ebay in great condition for 239, granted I cant buy it yet due to my rats situations but they have many great sized used cages for better prices than alot of stores!
