Like CorbinDallasMyMan mentioned, that cage is not ideal for housing two rats.
You can't go wrong with a Midwest critter nation single story unit, which is 36 x 24 x 24.5 inches (12.25 ft³), plenty of room for two rats. The single story unit is upgradable as well, you can add a second story or even a third if you want to go crazy. It's a good investment, I have not been dissapointed with them so far.
